隨著全球國家安全體制及法規日益收緊，加上香港自 2024 年 3 月起實施《維護國家安全條例》（俗稱「23 條」），其域外效力對香港民主及人權倡議者的資訊安全和私隱保護構成迫切威脅。本手冊旨在為香港本地公民社會及離散社群提供實用的資訊安全指引，協助他們在日益複雜的法律和技術環境中保護自身權益。
本手冊的適用對象包括：

- 任何關注資訊安全和私隱、關心社會的香港居民
本手冊推薦的應用程式與工具，均源自團隊成員、用家及測試員的實作經驗，並無任何商業考慮，亦與相關程式和工具的開發商或擁有人沒有任何利益關係。
本手冊的使用方式靈活多元，讀者可依據自身需要選擇最合適的閱讀方式。若希望有系統地建立資訊安全知識，可從第一章開始，依序閱讀各章節，循序漸進地掌握相關概念與實務；若時間有限，或已對某些領域有一定認識，亦可直接翻閱與自身情況相關的章節，針對性地評估目前的安全狀況。
